Job summary

Do you want to use your public health skills to influence the causes of the causes of ill-health?

The Wider Determinants of Health Unit of Public Health Wales is seeking an enthusiastic Public Health Consultant to work with us for two days a week over a three-year period, to lead a programme of work supporting action on poverty to improve health.

As the successful candidate, you will have a successful track record of working with multiple agencies and disciplines at a senior level to achieve public health goals. You will have a good knowledge of current policy and developments in Wales, including the application of the Well-being of Future Generations (Wales) Act 2015. You will have experience of facilitation of change and of collaboration across organisational boundaries. You will be able to demonstrate highly developed influencing, negotiation and motivation skills to drive action through partnerships.

Main duties of the job

In this role you will:

  • Provide public health strategic leadership, in the context of Welsh Government's Child Poverty Strategy delivery.
  • Work to ensure the work of the Building a Healthier Wales partnership takes a population approach, supports prevention and the reduction of inequalities, and identifies co-benefits from action across sectors.
  • Develop effective relationships with members, Welsh Government colleagues, local public health teams, local government, and others in Public Health Wales.
  • Have a high degree of political awareness, working to influence policy and practice locally and nationally.

Job responsibilities

The position will contribute to Public Health Waless long term strategy priority: influencing the wider determinants of health, to inform, advocate for and mobilise action on poverty and health. You will provide specialist input to the Building a Healthier Wales Coordination Group, which brings together senior leaders from across Wales to maximise the impact of collective efforts of agencies in Wales to improve health, well-being and equity.

This is a temporary post which may be taken up as a secondment.

The post-holder must be on the GMC/GDC Specialist Register/UK Voluntary Register / included on the UK Public Health Register for Public Health Specialists.

Person Specification

Education/Qualifications

Essential

  • Inclusion in the GMC Specialist Register/GDC Specialist List/UK Register (UKPHR) for Public Health Specialists and be licensed to practice
  • If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health medicine practice and be licensed to practice
  • Public health specialty registrar applicants who are not yet on the GMC Specialist Register/GDC Specialist List in dental public health/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview
  • Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body
  • MFPH by examination, by exemption or by assessment

Experience

Essential

  • Practical experience in facilitating change in the public health system
  • Significant strategic experience of leadership for public health
  • Experience of systems leadership and demonstrable experience of delivering effectively through others
  • Experience of effectively engaging staff and colleagues to gain their support for changes to the direction of travel.
  • Experience in influencing relevant agencies in Wales and beyond on health and healthcare improvement agenda.
  • Project management
  • Significant experience of public health practice at senior level with a demonstrable interest in health improvement
  • Staff management including learning and development
  • Experience working within health improvement/health promotion leading multi-agency action
  • Experience of reviewing and developing services in public health or health care settings

Desirable

  • Scientific publications, presentation of papers at conferences, seminars
  • Experience of contributing to on-call public health emergency response

Skills

Essential

  • Strategic thinker with proven leadership skills

Knowledge

Essential

  • Knowledge and understanding of large-scale change to the public health system.
